A Dynamic Model of Rational Addiction: Evaluating Cigarette Taxes
نویسندگان
چکیده
Addiction creates an intertemporal link between a consumer’s past and present decisions, altering their responsiveness to price changes relative to nonaddictive products. We construct a dynamic model of rational addiction and endogenous consumption to investigate how consumers respond to policy interventions that aim to reduce purchases of cigarettes. We find that, on average, the category elasticity is about 35 percent higher when the model correctly accounts for addiction. However, some policies spur substitution from more expensive single packs to less expensive cartons of cigarettes, resulting in higher overall consumption for some consumers.

Evaluating Cigarette Demand Models
In the past 15 years there has been a substantial increase in the taxation of cigarettes in the United States. The federal government and most state governments have increased taxes on cigarettes in an effort to reduce smoking. In the period 1990-2003, the national average price of cigarettes increased by 85%. This paper will use data from 1990-2003 to examine the effect that these large price ...
متن کاملLighting the Fires: Explaining Youth Smoking Initiation and Experimentation in the Context of a Rational Addiction Model with Learning
This paper examines the dynamics of youth smoking behavior using a model of rational addiction with learning. Individuals in the model face uncertainty regarding the parameters that determine their utility from smoking. Through experimentation, individuals learn about how much they enjoy smoking cigarettes as well as the effects of reinforcement, tolerance, and withdrawal. The addition of learn...
متن کاملCigarette Smoking in Indonesia: Examination of a Myopic Model of Addictive Behaviour
Using aggregated panel data taken from three waves of the Indonesian Family Life Survey (1993-2000), this article tests the myopic addiction behaviour of cigarette demand. Sensitivity analysis is done by examining a rational addiction behavior of cigarette demand. The results provide support for myopic addiction. The short- and long-run price elasticities of cigarette demand are estimated at -0...
متن کاملDo Cigarette Taxes Make Smokers Happier?
To measure how policy changes affect social welfare, economists typically look at how policies affect behavior, and use a formal model to infer welfare consequences from the behavioral responses. But when different models can map the same behavior to very different welfare impacts, it becomes hard to draw firm conclusions about many policies. An excellent example of this conundrum is the taxati...
متن کاملTaxes, Cigarette Consumption, and Smoking Intensity.
This paper analyses the compensatory behavior of smokers. Exploiting data on cotinine concentration--a metabolite of nicotine--measured in a large population of smokers over time, we show that smokers compensate for tax hikes by extracting more nicotine per cigarette. Our study makes two important contributions. First, as smoking a given cigarette more intensively is detrimental to health, our ...
